Will GSA permit prime contract holders of the Agile BPA to include non-BPA contract holders as subcontractors for this task order?

Contract Teaming Arrangements (CTAs) may only be formed with current Agile BPA holders; CTAs with non-BPA holders are not allowed. However, vendors' choice of subcontracting arrangements will be allowed for this order.
