Document how to pass tokens from auth_state to the user environment

In #3618, we pass in tokens from auth0 through the spawner to the user server via environment variables. This is done in a hook specific to this hub.

This must be:

• Generalized as a feature
• Documented to write how one can pass auth_state information to spawned servers
