目前在前处理的时候mesh类，以及AGlobal_Mesh_Info中的degree信息冗余。可以剔除出去。

这样就导致我们不需要对mesh类作多态实现。Mesh_FEM和Mesh_Tet可以一并清楚，直接使用nElem, nFunc, nLocBas。
