To Current Matters Quest

Describe the bug
ATT says that once "The Heart of Azeroth" quest is completed", "To Current Matters" will become unavailable. This is incorrect or either conditional on not completing the 3 outpost zones.

To Reproduce
Steps to reproduce the behavior:
I was able to finish both quests by following these steps exactly, except the dragonflight quest part:

Thought I wouldn't be able to finish "To Current Matters" after doing "The Heart of Azeroth"

I don't quite understand this bug.
Do you mean that these two quests can be completed separately?

Yes. Currently ATT says that both can't be completed even though they actually can be.

If you can tell me the dependencies between quest, I can fix it directly at the code level.
According to your screenshot, it seems that these two quests can only be completed in a specific order.
I don’t know if I am wrong.

I was able to finish "The Heart of Azeroth" and then after following the steps in the screenshot, I was able to fully finish "To current matters". Even though ATT told me that "To current matters" would not be available for me anymore

It looks like the lockCriteria is incorrect, but I don't know the correct lock criteria for this quest.
Could you tell when To Current Matters is not available?
