Add option to download housekeeping and command logs as a CSV

Brief Feature Description

Adding the ability to download housekeeping and command logs as a CSV file would help in the collection in the analysis data, as well as provides another avenue for data backup. A download button should be added on the housekeeping and logs pages which should download all the housekeeping/logs on the page, or with the case of housekeeping, the download button should work with the date filter so that the housekeeping can be filtered by date before download.

Additional Details

The logs page could also use a date filter, similar to the Housekeeping page, to make it simpler to download logs only from a specific date range.
