Attempted to be lazy and use your installer. Ran into a problem though where a required directory wasn't able to be found which happens to be the directory where all the Perforce files are downloaded to. I was able to go through the entire setup process (including the server restart) minus actually installing Perforce as you can see from the screenshot below.
Come to find out, the version of Perforce attempting to be downloaded (r15.1) has been removed from the Perforce FTP site.
I was able to get everything working after changing the version to be download to 2016.2 (r16.2 - dunno about any newer versions, wanted to keep it as close to r15.1 as possible).
