Psalms, Joel, and Malachi have in common that for Greek(Psalms)/Hebrew(Joel/Malachi) vs English versification schemes the books have the same content in the same order, just different chapter divisions.
In LXX and VG Psalms (which use the Greek versification):
The different versification schemes are delineated in the filenames and headings.
The files are divided by English chapter, so some Greek chapters are split and some are combined.
BHS Joel and Malachi are inconsistent with this treatment:
Filenames and headings only contain Hebrew chapters.
Files are split according to Hebrew chapters, not English.
Both of these cases are the same: differing chapter divisions from "conventional" English. For better clarity and to avoid confusion, I think both these cases should be handled in the same manner.
