Set up AI strategies, for basically everything.
Most notably:

  • 00_default_strategy
  • 01_admin_strategies
  • 02_diplomatic_strategies
  • 03_political_strategies
  • Defines/NAI

This is a big ongoing process, only possible near the very end.
