DataGrid VerticalScroll is broken

Setup:

1. Wire up a DataGrid with a number of elements sufficient to cause a vertical scroll bar to appear.
2. In the code-behind, subscribe to VerticalScroll
3. Set breakpoint in the event handler
4. Run the app. Notice that dragging the scrollbar procs the event handler, but using the mouse scroll wheel does not.

Expected behavior:
It should not matter whether the scroll state is changed by mouse click and drag on the scroll bar, mouse scroll wheel, touch and drag, or any other gesture. The scroll event should proc.
