Would personally rather not add this to the menu (the extra functionality in the Windows start menu just irritates me), but I wouldn't be opposed to adding command-run capabilities with the Run Dialog. Might depend on this though: BuddiesOfBudgie/budgie-control-center#37
Perhaps it could be toggle-able like in KDE? Additionally, all 3 implementations don't show the option to run a command unless it is in your $path, and KDE's implementation also hides the command option if the command has a .desktop entry (barring any arguments)
