One of the main reasons I liked CachyOS is because it shipped GNOME without Parental Controls (Malcontent). Unfortunately it is now included and, like in other distro's, cannot be removed. There is a "malcontent" checkbox under the GNOME category in the package selection step, but unchecking it appears to do nothing - the malcontent and libmalcontent packages are still installed.

We've added gnome group into GNOME category to simply install all GNOME packages due to some breakages or GNOME being incomplete(with some features broken or working not as wanted).
so for you to not have malcontent installed, you need to "unselect" gnome & malcontent
