Right click options does not work with different screen scaling

Describe your issue

As a user with 2 monitors, one 4k resolution with 175% scaling, and one 1080p monitor with 100% scaling, when the program is focused in the 1080p monitor, right click context menus stop working.

When moving the program to the main 4k display, right click menus work again.

I wonder if this is related to #5411.
A more specific reproduction would be great. Is the window partially on the 1080p monitor? Are some windows on the other monitor?

What I tried: right-clicking on a 150% scaled monitor (100% is the default) and right-clicking on a 100% scaled monitor. Even when the window overlaps, the context menu is shown.

Other windows yes. neither full screen nor window shows the menu

when 50/50 on each monitor, right click will show on primary (4k) but not secondary

Other thing to mention is the 1080p monitor is rotated 90deg (portrait)

Right click menus show fine for tabs, but not messages
