These are "Projects" (also known as "Project v2") rather than "Projects (classic)", which means they're managed using the v4 (GraphQL) rather than v3 (REST) API. Unfortunately, per the docs:

The GraphQL API does not support authentication with fine-grained personal access tokens.

This will likely require migration to a proper GitHub App.
