Random thought I had about training: I wonder if it would be helpful to better differentiate "this is something you need to DO", vs "here is a paragraph explaining what's happening", maybe with some sort of icon or color coding. I noticed people tend to miss instructions that were presented in a paragraph form.

that’s a good idea, I think people tend to breeze over chunks of text which sometimes end up having a command in them. Or sometimes when looking for explanation it can be hard to differentiate

I completely agree. How to implement such a thing... I wonder if GitHub-flavored Markdown flows text around small images?

I think you can use html in github markdown
