Remove unnecessary kubectl deletes #50

Whenever we're going to delete and then immediately re-apply, the deletes are unnecessary.

(One place where a delete is necessary is in the consul section, when we take the rest of Grey Matter down, so don't remove that one)

Apparently the delete in the flat file section for control-file.yaml is necessary... Ahem.
