Migrate remaining GDA UDC logic to Hyperion

Now that Hyperion implements the unified plan:

• Create a full plan to replace execute_request in GDA #470

We should migrate the remaining UDC logic to hyperion so that GDA HandleCollectRequests becomes effectively a thin wrapper around Hyperion with the main purpose of translating the ExtendedCollectRequest from Agamemnon into a Hyperion REST call.

To do this, we need to:

• Determine what the minimal beamline state GDA should ensure before calling Hyperion is, ensure that GDA does this and that the rest is performed by Hyperion Hyperion not always started with a good default state #484
• Ensure missing functionality from GDA is in Hyperion, or we determine it is unsupported and reject corresponding requests:
  • Ensure hyperion behaves well with stepped transmission collections #471
  • Throw error if hyperion started in plate screening mode #467
