From Holistic Testing on 8/9/2019:

To Reproduce
Steps to reproduce the behavior:

1. Open ArcGIS Pro
2. Select Military Tools ribbon
3. Click ALT
   Note that Military Tools don't have Access Keys.

Expected behavior
Add unique access keys for all buttons.
