This issue is to report an error with the logging of IP addresses for the JAN2021 ICEES+ COVID instance. This is high priority because (1) we are required by the CDWH Oversight Committee to keep a log of API activity and (2) we need to capture this info as part of the metrics we report to funders regarding our user base. WRT the latter, Colleen Xu has been actively pinging the endpoint, so I'd like to capture that info.

Specifically, we need to return and log the real IP address of the machine that is hitting the API.
