Translator queries are very slow the first time.

Related, one of the reasons Hao and I decided to migrate from the ebcr machines to the separate VMs for each ICEES+ instance was to improve performance. In that regard, @patrickkwang do you think it makes sense to move forward with that plan prior to your departure?
