Help ASAP

Ok this plugin dosnt work the way it says or I'm doing something wrong

I have set game mode 1 on my creative world but when I warp into the world I'm still in survival then when I end the game and go back on I'm still in the same world but I am on creative then when I warp back to spawn I'm still in creative and spawn is survival I do not want them to be on creative on the survival world so how do I make it as if they warp in to the creative world they go into creative then when they warp back to spawn they turn into survival
