Aim
Make cluster runs easier by submitting C-PAC to be available on Brainlife.

Right now we've got two brainlife apps:

sourced from soichih/C-PAC
sourced from FCP-INDI/app-C-PAC-brainlife.io

We still need to

Finish rewriting the README
- get "running locally" section to be real working directions
- address the one known issue somewhere in the README
merge updated README into main
either (make brainlife.app.399 public) or (update the source of brainlife.app.248 to FCP-INDI/app-C-PAC-brainlife.io) and delete the other app
