Since the pushes on Dec 11. you can't write any new comments (it simply doesn't work, no error message) or they don't get displayed, older comments are still visible

I currently cannot reproduce the issue you are describing. Can you give me more information like are all tickets affected or only some? What message content are you trying to send. Do other people like system administrators have the same problem?
I tried to reproduce the issue with your user role and could comment on newly created as well as on existing tickets (ID 72)
OK, the Tickets I thought had the comment missing were caused by user error, the ticket I tested was Ticket #73 which is currently assigned to me... I guess that is the situation where it doesn't work. Commenting on open Tickets works for me too.
