as FilOzone#29 getting implemented

We will be using a more off-chain solution for this milestone. base on the existing contract implementation

a high level idea would be process data offchain in a script:

if found in pieceToProposal -> proposal created
if found in pieceDeals -> proposal published by SP
calls GetDealActivation on f05 directly in the script on the know deal IDs, and checks if activation epoch > 0.
