Reduce Logging of System Warning Messages

Currently, notifications from the USGS are reported three times. See below for an example.

This can become a bit excessive for longer messages, parttially because messages are duplicated. It's probably fine/better to remove the non-dataset specific call to the notifications endpoint, when system parameter is "EE".
