[CLI] - Compare file contents in file golden tests

We have a growing number of file structure golden tests. These tests include the "golden" (accepted) structure for a newly generated project. The tests then generate a new project and compare the files against the golden.

Currently, the golden comparison system only compares file names and locations. This is an OK smoke test, but really these comparisons should include file content.

Adjust the comparison system to compare file contents.
