If the FuelGateway receives the following message:

  action: "transaction",
  transactionHash: "0xb5758523faf40208fb0eb63d4c565fe663e126a148d5ad84019b0eb9cd65c2e5"
}

It will be unable to load a wallet unless one has been previously loaded and cached
