Is FS counting only pilots landing out for effort?

Only pilots who land out are meant to be considered for effort point calculations. Those that make goal get the maximum points for effort but are excluded from working out the difficulty of each chunk of the course. Here we have a task with four pilots, one of which makes goal. For the land out chunking, flare-timing is counting 3 landouts but FS is counting 4.
