Section 6.5.1, Additional Monitoring Indicators states:

The black triangle is used to denote a medicine subject to additional monitoring. The black down pointing triangle should be represented using the decimal HTML entity ▼ which will be rendered as ▼.

I suggest to change the wording in the second sentence to allow more flexibility in serialization:
"The black down-pointing triangle should be represented using the character corresponding to Unicode code point U+25BC, either directly or using the numeric character reference, either hexadecimal (▼) or decimal (▼), both of which will be rendered as ▼."
