Publishing Rules

Currently rules are automatically reused once a scan report is mapped.

We need to make an active choice to publish rules - when a rule is published, it is no longer connected to a scan. Other scans may now make use of the published rule.

Also - would be nice to be able to link a rule to its originating scan, and also scans which have implemented it.

Further work - ability to share rules which are published. Both an end point to consume and file export options would be desirable. https://mapping-commons.github.io/sssom/ for the rules structure
