Find the IDs of Bebauungspläne and link to them.

The data is injected into the database with #16 and might have the following format:

  • Bebauungsplan(s) 9-66
  • XXII - 1a
  • Bebauungsplan mit der Bezeichnung X-123

Sometimes the press releases are published before the data is available on the Bebauungspläne source. We might need to re-parse the text when new plans are added? Or add placeholder markers so that these are easier to find?
