There is no way to edit (that I can find) the starting height for what is considered "up high" where wind begins to become loud.
My adventure map currently has a normal sea level of 128 and mountains heights don't start until around 200-230, therefore Matmos determines its ALWAYS windy... when it shouldn't be.
Can you add a config to allow for altering the wind start height?

There is actually a way, but it is bloody inneficient right now, and is undocumented.
Open .minecraft\matmos\dataconfigvars_defaults.cfg, then change the negative values to even more negative values such as -200 and -230 corresponding to wind thresholds (windy / really windy)
