The document SG13G2_os_layout_rules.pdf lists rule Seal.d as:
Min. Edge-Seal-Activ enclosure of EdgeSeal-Cont, EdgeSeal-Metal(n=1-5), EdgeSeal-TopMetal1, EdgeSeal-TopMetal2 ring 1.30
The illustration (to the extent that it can be interpreted at all) indicates that dimension "d" is an active diffusion overlap of EdgeSeal-Cont. In no interpretation does it indicate an overlap of any of the metals.
The illustration appears to be an awkward fusion of a cross-section and a top-down view, or maybe a foundry metal stack-up as imagined by Picasso.
