Transformation: HVD Category

This issue comes from the GeoDCAT-AP 3.0.0 pilot.

1. We have included in the ISO metadata the High-value dataset categories using the controlled vocabulary, such as

2. Transformation via python and XSLT used https://github.com/SEMICeu/iso-19139-to-dcat-ap

3. The 'HVD category' property is not in the transformed GeoDCAT-AP file. I can't find either the INSPIRE classification or the HVD classification of the dataset on RDF file.

For example, the following 2 datasets have the HVD keyword included in ISO: spaignLLM and spaignPNOA2021
