in certain cases, e.g. a user warrants white glove service or a request comes in via the booking request Google Form, an Admin should be able to submit a request on behalf of another user by providing said user's netID.
this process should begin by clicking on a Concierge button in the Admin context similar to the Walk-In button in the PA context.
note that in this case the request form and the call to the Identity API need to behave differently because the user is supplying a netID other than their own to be used as the requestor.

As an Admin I want to enter reservation requests on behalf of others like VIP requests and requests coming from google form requests. Ability to input others Net IDs instead of the request being associated with the Admin who submits.
As an Admin I want to be able to enter booking requests on behalf of others so I can handle VIP requests.
