Create template - explanation of consent from the landlord for motions

It would be useful to make it clear to users whether or not they have gotten consent by explaining what counts as landlord consent for a motion.

Create a collapsed template that includes an explanation of consent from the landlord and add it to the questions with the id's of opposing_party_consent_to_motion_to_elevate_security, opposing_party_consent_to_motion_for_leave_to_file, and opposing_party_consent_to_motion_to_shorten_time.

There are many examples of collapsed templates in the yml files.
