bump to version 2.4.159-1 and EPEL fixes

• bump to upstream MISP 2.4.159
• some packages were fetched from EPEL but not shipped in the release -
  this is now handled at build time
• added a very simple Vagrantfile as we're using it to build releases
• updated INSTALL.md and BUILD.md accordingly
