The industry sector is not meeting it's CB2 so additional mitigation options are necessary, such as....

more rapid electrification of heat
alternatives to coal and waste
low carbon cement

In f556660 I have:

increased fuel substituion potential in industry to 20% in 2022 (from 5%) and 50% in 2030 (from 30%)
brought forward CCS availability in industry to 2029 (from 2030)
