Perhaps this would would be easier to achieve by adding a "new repo" option in the context of any given folder.

That would be a good idea. I imaging that the new repository popup is a registered web control. I'll just have to look around to see if it is documented anywhere what it is. Perhaps I can glean it by looking at the source of the page.
