Since not everyone wants to buy the Surface Pro version, for Surface RT only version can you not produce a powershell script to be run from Adminitrative Tools-> Task Scheduler to check the TempState folder where .rt2win files are downloaded and then get .appx and install it? This can act as an alternative solution to OrgPortal Monitor Win Forms application.
Haven't tested but if this works would be nice to have this feature for Surface RT-only tablets.
