Repo Cleanup

Problem

Before being forked or updated for future competitions, the SUAS-2023 repo must be cleaned up.

Solution

Things that should be completed:

• Document all open branches and the changes that contain that have not been merged
• Delete any branches that do not have changes
• Documentation must be updated (See Flight Documentation Update #114 Vision Documentation Update #115)
• Any active pull requests must be: 1. Completed and Merged or 2. Add a comment to the PR describing the changes made by the PR and what state of progress it is in. Apply the help wanted tag to it and unassign any participants.
• Update the three projects associated with the repo and close them (can be done in the project's settings).
• Disable pre-commit auto updates
• Any other changes that may need to be made to put the repo in a somewhat clean state.

Some of the stuff here is more meant to be done after the semester has ended, but before the next repo is forked.
