Filter draft PRs from the review queue.

PRs are not valid while they are in the draft state. We should temporarily filter these PRs from the review queue to avoid accidental rejections and other issues.

Hello @megha-66 we have a policy against assigning issues to members outside of our team/organization, but you are more than welcome to submit a pull request addressing this. There isn't much risk of someone else tackling this before you, and we will be sure to mark your PR as hacktoberfest-accepted regardless.
