If there is a problem with the creation of FHIR patient resource or EhrBase EHR, registration still takes place. This leaves a user with a valid registration but with no link to fhir patient resource and/or an EHR.

SMART on FHIR cannot work in this state, so registration should not take place if any of the above initialisation steps fail.
