CERN OHL license file is different than the license specified in LICENSE.md

Hi,

I noticed a slight license discrepancy in this repo. The LICENSE.md file states that the source is licensed under CERN-OHL-S but the license file found in the repo is cern_ohl_w_v2.txt which describes CERN-OHL-W. Could you fix the included license file to make the applicable license more unambiguous? (Or the LICENSE.md file if you intended to use CERN-OHL-W.)

Additionally, in LICENSE.md, I assume the last two (or three?) paragraphs are "Notices" as defined by CERN-OHL-x. To make it less ambiguous, could I request you add a "Notices" subheading in that file to indicate that and to peg that file as the expected location for notices of any derived works?
