Is your feature request related to a problem? Please describe.

I believe it would be beneficial to have the ability to load skins from directories other than the default Program Files > OpenShell > Skins folder, as accessing this folder requires administrative privileges

Describe the solution you'd like

Create a dedicated folder within the user data directory to load skins, similar to how the Start Menu operates. This approach would bypass the need for administrative access and make it more convenient for users to manage and customize their skins
