Windows has exclusive fullscreen optimizations to reduce program switching time and allowing overlays like notification center overlay on W11 and volume/media controls overlay on W10 and W11. Those also allow Explorer.exe to display taskbar and start menu without minimizing the program and therefore allows to switch to specific program in two clicks without black screen flashing. Alt+tab does also causes fs exclusive program to minimize. Other option would be using borderless full screen but it has caveats.
However, Open Shell Start menu does cause exclusive fullscreen program to minimize.
This is not exactly a bug but rather a deviation from convenient stock behaviour.
I have been using old version of Open Shell for many years and it has always been the case.

Launch any program (like a game) in exclusive fullscreen mode.
Press Win key.
Expected behavior
Taskbar and start menu are overlayed on top of program.
