add support for Lomap network generation

To match the feature set of the industry benchmarking scripts, we need to add support for Lomap networks.

We may want to make changes to Lomap to make it more consistent with the rest of our network generation.

Describe alternatives you've considered

Additional context

• add cli support for lomap network generation (we already expose it to the API)
• update lomap network generation kwargs and add deprecation warning (update network generation kwarg to match openfe (and deprecate) Lomap#62)
