System block voltages are not updating after a cold restart of the PandA (after updating the zpkg for example)

Just to clarify a single voltage measurement is read after cold start (eg flicking the power switch on the back of the PandA). It works correctly after a warm-reset eg (reboot or reloading the FPGA).

I suspect that after cold restart the repeated conversion instruction is not being read correctly by the device - still in POR perhaps?
