I was under the impression that the instance (here: azure) is peristent? I installed a game yesterday, stopped the instance, started the instance today and the game's gone? what am I missing?

It should be persistent indeed ! It was a restart right, not a destroy then re-create ?
Can you share a bit of info please:
Output of cloudypad get Steam (remove personal info like IP and ssh key path)
Instance type used
SSH into instance and run ls -al ls -al /etc/wolf, then paste output here (it will list data where they are normally persisted)
Considering your other issue I suspect you tried to connect from 2 different places - the problem is that's causing Wolf to consider you 2 different users with separate set of data. This is a feature of Wolf (being multi user) but may bite back in such situation.
