[Bug]: Replying to removed posts

• I have checked the repository for duplicate issues.

What happened?

Unfortunately, it's possible replying to posts that have been removed by staff or from the OP.

What did you expect to happen?

Not being able to reply at all.

Steps to reproduce?

This assumes the PNID has accessLevel set to 2 (Moderator) or greater.

1. Make a post from a Nintendo 3DS or Wii U in a community.
2. From the web, report the post
3. Delete it from the reports
4. Now, if you go back to the post on web, it should be deleted
5. Assuming the 3DS and Wii U is still on the post page, try replying again, they still go through!
