That file is based on Geoff Huston's data. We take his list from https://bgp.potaroo.net/cidr/autnums.html and change the entries for RIPE NCC managed ASNs to read as-num as-name org-name, country_code, where org-name comes from the RIPE DB organisation object associated to the aut-num.

A dataset description that shows this is a derived and enriched dataset [with daily update frequenty, and no SLA] would help:

Does not have the entry of 199347, while RIPE's has. (this is the source of all the inqueries).
Also, there is this line on the bottom of Geoff's page File last modified at Tue Mar 7 23:20:25 2023 (UTC+1000)

Looks like AS199347 is indeed RIPE NCC's https://www.db.ripe.net/db-web-ui/query?bflag=false&dflag=false&rflag=true&searchtext=AS199347&source=RIPE

Just putting it here for reference: the autnums.html page is derived from this txt endpoint https://bgp.potaroo.net/asn.txt, which is also easier to process as a downstream consumer.
